Same exact web page. One won’t open

I have two iPad Pro 12.9 inchers. Same exact firmware.

Safari will open up one web page one one iPad but not the other.

Safari has identical settings.

Any idea what would cause this and how to fix this.

This same web page opens in other browsers on the iPad where Safari does not open the web page.

I rebooted the iPad.

On the affected iPad Pro, go to Settings → Screen Time → Content & Privacy Restrictions→ Content Restrictions — enable your passcode → Web Content and the. Make sure “Unrestricted” is selected.

None I just see a blank screen.

I have screen time turned off on both iPads. But I did initiate screen time to be on and looked. The recommendations were already set the way that was described.
