Safari not displaying content in windowed mode on iOS

Using an iPad Air with the latest iOS. If I am typing something while using one app (in this case Notability) and want to quickly check what is on Safari I use the fn-4 keys on my Logitech Bluetooth keyboard to bring up a windowed mode. For every other app the conent will display but Safari doesn't. I have a screenshot but I don't know how to upload it here.

Help?

I wish I could help but I don't own a keyboard for my iPad. Hopefully, someone with experience will respond soon. As far as posting a pic goes, you would have to become a member and make 10 posts before you can upload a pic.
