Safari memory issue

I have a 3rd Gen iPad and recently updated it to iOS 7. Since then it has been sluggish and I've gotten messages of resources running low. I've heard other people mention that it takes 5-10 seconds to select a wallpaper for the lock & home screen. Mine is doing that too.

Another problem that bugs me is that Safari does not seem to keep any pages loaded in memory. On iOS 6 I could hit the back button or jump between tabs and the web page would display instantly. In iOS 7 it reloads the page almost every time. This is annoying, slow, and it is unnecessarily using up more of cellular data. Has anyone else experienced this with iOS 7? I've already tried closing all other programs and also tried completely powering down / restarting but the problem persists.

You might want to consider restoring your device as new via iTunes.
