I installed 7.0.4 on my iPad 2 and all my Safari favorites disappeared. What kind of upgrade is this?

If you have an iCloud account AND had Safari enabled under the iCloud settings then your favorites and other bookmarks will re-sync to your device. Also, check the following:

From your iPad 2, go to Settings -> Safari -> Favorites and make sure the correct information is selected.
