Restore only option

So my wifes 3Gs went on the fritz... she'd dial a number and it would freeze... so we restored it.... all worked fine... Iclouded what apps we could ... yada, yada, yada....

the only issue is it never synced the music library. So I when to plug it into iTunes (after being out of town for a few days) and the only option i get is to "restore"....

So I did again (2nd in last 4 days) and that's the only option that comes up when I plug the phone in. What could be the problem? Why does iTunes keep asking for a restore everytime I plug it in? Do I need to restore as new? If so how do I keep the app content and contacts?

HELP!!!

running iOS 5.1. Never encountered something like this with an iPhone/IPod... so I'm stumped!
