Resizing App?

Is there a good app for OS8/iPhone 6 that does resizing and not just cropping? I have this wallpaper that I'm trying to resize but can only crop it, not resize. If anyone can help, I would appreciate it.

I use "image size" for a lot of images, photos and wallpapers. If that doesn't work, I use Superimpose.

Thanks for the suggestions, and thanks Led for resizing it.

I always resize on my MacBook but it's sometimes easier to do it right on the phone. Thanks again!
