Repeated Cyclic Cellular Data Usage

What produces repeated cyclic Cellular data 24 hours a day, on the same repeated minute, each hour? With Cellular turned on this data is seen and sometimes is around 0.5 MB in size. Turn Cellular off and there is no data usage. Could Location Services be generating this by repeated pinging Cell Towers for GPS data?

Push notifications and diagnostics & usage data immediately comes to mind, but I'm only speculating. Disable the latter and see what happens.
