Removing mobilesubstrate clears tweaks?

I just read on JailbreakQA that removing mobilesubstrate clears all your Cydia tweaks and reinstallation of it allows you to install Cydia tweaks again.
What I want to know is, is this true?because I thought jailbroken devices rely on substrate to work.

It is definitely true. Mobile substrate is the database that loads all tweaks. If you remove it, the whole thing goes. It is not what allows Cydia to run, and you can have a device that doesn't have it installed. It'll still be jailbroken.

hmm so i can easily re install mobilesubstrate afterwards then
