Good Night. I am unable to download free apps from the apps store, I am getting a message to read the terms and condition and then agree, but I am not getting the option to agree or accept.

Logout of the iTunes and App Store, reboot your device, and then log back in.

2. How do I delete an app from Purchased List

you can't! however! you can "hide" the apps you don't want to see in the list. To do so, follow the instruction via the following link.
