Questions about find my iPhone

Can you track an IPhone using Find my IPhone if the phone is dead and out of power? My friend says that you can but I think he is wrong. Thanks in advance.

find my iphone cant track dead phones but as soon as the phone turns on, that place will be saved as the latest place that the phone was on.
