Proximity Sensors with iOS9

Hi,
I just upgraded to iOS9 and the screen not litting up when the phone is face down due to the proximity sensors in the phone is been advertised as one of the key features to upgrade. However in my face the phone does lit on every notification even if it is face down. Why is that?

Also I notice iOS9 is a little sluggish on iPhone 5 where the system lags before doing anything. Anyone else had that issue?

Thanks for the answer. That's great however I am using iPhone 5 and was hoping someone with iPhone 5 can confirm the same.
