I have an iPhone 4 and it won't restore????? I get an error message like this every time I try on iTunes... The error message is 21

Try to put the phone in DFU mode.

Plug it in to the PC
Hold Home + Power button for 10 seconds.
After 10 seconds release the power button, but keep the Home button pressed until iTunes tells you have a device in recovery mode.

Then restore as normal.

I do that and it's already in recovery mode and when I plug it in it says connect to iTunes... Then it pulls iTunes up and says it detects a phone in recovery mode and needs to be restored I click restore and it almost finishes then gives me the error in the picture I attached previously.

The thing is is I've tried to restore it on three different computers and I always get an error message I think I got the number 3100 too...

HERE is a listing of iTunes error codes. Simply select the specific code for an explanation and possible remedy.

I've looked through them and all of the explanations are too general and if it gives me a different code on different computers then it has to be the phone... So I'm really bummed!

How many times have you attempted to restore your device? Is your battery level above 35% when you attempt to restore it? Re-try again. Make sure your computer is connected to the Internet and then follow the instructions above by band-hacker to put your device in DFU mode.

I've tried about 6or 7 times and everytime on my lap top it's #21 and everything else it's like #3100 or something and the phone won't turn on at all and all it does us flash the apple every 5-6 seconds and that's only if its plugged in to power or the computer and will eventually say connect to iTunes and it detects a device in recovery mode... Idk what to do I've checked and done everything you all have suggested any more ideas?

You've indicated the previous practical ideas have all failed... the next logical, practical idea is to refer the issue to qualified technical personnel who can initiate a warranty exchange for defective equipment - as in Genius Bar appointment at an Apple Store.
