What's going on with this! I've read multiple blogs, attempted every single suggestion i.e, rebooting, resetting, re-installing... The works. Does anyone know anything else about this? Apple won't do anything for because aparently there has been water damage. ( none that I was ever aware of )

Outside of what has been suggested, maybe taking it into your local Apple Store to have them take a look at it.

Have you tried restoring and setting up as new? Just to see if the issue goes away.
