photos in recents in app switcher

The photos for contacts in recent and favorites in the app switcher have recently been blocked off. I have removed the pics and re-added then, rebooted and toggled off show in app switcher. Any ideas?

I don't want to post a screenshot as the contact photos are of people that may not want their photos online. The are literally just square pics.
