Welcome to iMore. You will need it to be charged and turned on to factory reset. Have you tried a different cable? Have you looked to see there is no dirt in the charging port preventing it from properly connecting? Have you tried plugging it into a wall charger and computer to see if either way will work? Unless you get it turned on, you will not be able to reset the phone.
