I can't turn my phone off nor can I charge it. I have tried different outlets, cables, and plugs and a three won't charge my phone but will charge my iPad and other items. I am using ios 9 public beta 3 though so not sure if it's an ios 9 bug or not

If I'm wrong, I'll be corrected. But I don't know if they'll help you while you're running a beta on it.

Well it's a public beta and it said in the FAQ I believe it doesn't break warranty or anything . Don't particularly want a bricked phone for about a month and a half . I guess i could just buy a Moto G to wait it out

Which phone is it?

Have you tried going back to 8.4.1? Then get the beta again?

It's been like that for like 5 minutes now. Can I just walk into an Apple Store without an appointment and get it fixed ?

Seemed to have fixed it. I forced turned it off by pressing the home and power button ( it does that?) and now my phone works for now

Yes you can walk in it just takes a little longer on the wait. Looks like it's trying to boot, Have you tried a hard reset??

That's what I meant by a hard reset, holding down the power and home button till the apple appears.

I'm still learning stuff about ios again lol. Something else happened where I did the same thing but I thought I just held down the power button. I totally forgot power + home is hard reset on ios. Been so used to doing it on Samsung devices their way
