The red badge that comes up during setup wants you to activate Siri, if I remember correctly. So either you activate Siri, and if you don’t want, just open Siri in settings, and leave without doing anything, and it should be gone.

If i open up 'settings' Right underneath my icloud account it says "set up two factor verification' but the options are only to either set it up or to choose not now which is what i was selecting but then it would reappear again! It seems to not have come back this time however but i have no idea what i did differently.
