Phone app not working properly

My phone app is not working properly.
When I launch the app it is hanged.
I can't do anything for 30 seconds.
Please advise what to do.

Try one or both of the following.

1. Simply restart your iPhone.
2. Go to Settings → General → Reset, and then select "Reset All Settings".

The "Reset All Settings" option will not delete any of your files, music, videos, apps or photos.

Have you tried a hard reset? That is holding the home button and power buttons at the same time for about 10 seconds until the apple logo appears. (It's sorta like rebooting a computer)
