Personal hotspot frustration during Olympic game

So my friends and I were watching the Canada versus Germany women soccer at a caf? and the Wi-Fi was so weak it was just pathetic. I thought OK I've used personal hotspot before so I turned on my iPhone connected it with the iPad air and I get this message where it cannot connect. I remembered before a trick I used and I also quickly googled and I changed the name of the Wi-Fi on both devices and rebooted also made sure Bluetooth was turned on and Wi-Fi was on etc. it just would not connect very frustrating and embarrassing! What am I missing!?

No Wi-Fi assist has nothing to do with it. I tried that both ways, I also reset the network settings reenter the password for the Wi-Fi on both devices that didn't do it I also toggled the Wi-Fi on and off as suggested on Apple forums and that didn't work. This is a real shame because this is a feature I could make good use of it it just doesn't seem to work smoothly
