PDF editing app

I'm looking for an app that I can use to cut and paste PDFs. When I say that I mean actually cutting and pasting the PDF, not the text, much like you can with a JPEG (or a PDF, for that matter) in photoshop on a computer. How about it, anything like that out there? Thanks.

Hopefully someone will have a program to recommend. I have trouble just finding a PDF application the works consistently editing files. :concern:
