El Cap public release is Sept. 30th...

Public Beta users can get the GM by opening the Mac AppStore, and going to their "Purchased" tab and the GM download is available there.

Got the GM installed on my 2014 rMBP and it's great so far. No issues with the install. Definite performance increases in UI speed, no more stuttering in launchpad, etc. And Safari is lightning fast for me now - insanely fast.

They should be the same thing in theory... And if you're in the public beta program, the 10.11.1 beta has been out since Sept. 21.
