iPad 4th gen want to keep keep c. o. c but have to get in my name.

I was givin an iPad 4th gen. Clash of clans was already on it. Didn't think I'd ever play but I did. Have really gotten into it. This will be the first time I've ever used in app. buying. Well y'all probably know it but since it's in some one else got the game I can't buy anything unless I got the game. How do I get the game at the level an all I'm at?

You can't without the previous owner's permission and/or App Store credentials.

Why don't you just purchase the game yourself and work back to where you're at?
