I belong to a Board, and we have a lot of messages go back and forth between 6-8 board members so at times my phone does not stop buzzing.

Is there a way to stop the vibration notifications for specific contacts but still get the messages?

Messages as in SMS/iMessages? In the Message app, open a thread/conversation... tap details upper right... turn on Do Not Disturb for that conversation.

Will I still get the messages as they come in, or will it delay the messages until I turn the DNS function off?

I just tried it. It does not do anything. I still get a vibration only instead of a double buzz its a single buzz.

Ou still receive the messages with Do Not Disturb on. There's just no notification.

I have the contact DND turned on but I still receive a notification. Do I need to turn it on in the settings as well or does that turn it on for everything

Settings turns on Do Not Disturb everywhere.

Before it would do a "buzz buzz" when the messages came in, now I get a single buzz about 15 seconds before the message shows up and then the message appears.

Not sure. I haven't used the DND feature for messages in a while. I seem to remember that I would get a badge on the Messages app icon but no banner notification. If you currently have Messages notifications set to alert rather than banner, maybe try changing to banner?
