No Network APN Shown

I have a locked 3G phone which I recently purchased. I inserted a SIM from a gophone, and am able to make calls and utilize wifi. However, despite having a gophone data plan, I can't get the phone to go to the internet via the cellular network. I have tried using the iphone configuration utility, and it lets me create a APN, but, when I go to install it, it says I need to configure the SCEP, but, I don't know how. I am on 3.1 software.
Does anyone know what needs to be inputted for SCEP?

My guess is that since AT&T requires an unlimited data plan with the iPhone, it's not going to work.

Not very helpful. Would Jailbreaking allow me to enable APN? Or better yet, can someone send me the inputs for SCEP on AT&T network?
