No Mail in Share Sheet within Numbers

When I try to share a copy of a spreadsheet in Numbers there is no Mail option on the Share Sheet, actually there are no options. There are two email addresses connected to the iPad. It seems like something is shut off, but I don't know what it could be? I feel like I have looked at every setting. Also, there is no Documents and Data to enable in iCloud. That is missing too. I don't know if they are related. I have reset the iPad to no avail. It works on my iPhone 6, my personal iPad (Air 2), but nothing on this 3rd work iPad (Gen 4).

Any ideas?
