Newly installed apps do not appear untill i power down and then restart. Ios7 ipad2

Do those apps work afterwards? If so, either deal with it or restore your iPad and set it up as a new device. There's really no other options, in my opinion.

For my 2 cents I am going to have to agree with the answer given to you if what you were asked is true, I don't think personally you should have to deal with it and I would back up your iPad and set up as new, Write down all your apps and get rid of everything and redownload them all or actually go into purchased in the app store where they will be and grab them from there. reinstall them all and hope that resolves your issue.
