Question on using 5s for hot spot for iPad.
Are there things that I need to be worried about in doing this

If your service plan includes tethering... There's nothing to be concerned with other than maybe overrunning a data cap... just turn it on, connect, and surf away.

Going over your data plan could be an issue. Could be costly if u go nuts. Good luck.

No. Just be mindful of the data usage while the iPad tethered to your iPhone 5S, especially if you're surfing the web via LTE.
