New iphone 5c not responding

I have just opened brand new iPhone 5c and started to set it up and it says this iphone is not able to complete the activation process contact authorized service provider or apple.
Has this happened to anyone else?

3. Is the phone connected to the Internet via Wi-Fi?
4. Is the computer that the phone may be connected to connected to the Internet?
