new 2019 27" iMac fan running continuously and power saving, graphics card?

Is it normal on the 27" iMac for the fan to be running all the time?

have a new (1 week) 2019 27" iMac high-end with SSD which has the fan on all of the time. It is just on low but it is always on unless in sleep mode or turned off.

My Macbook Pro with SSD drive fan only comes on under heavy processing.

The fan is on even before I login into an account.

I have checked and nothing is using a lot of CPU, etc in activity monitor. I have reset SMC several times and also result NVRAM (COPR). I have also reloaded the Mojave MacOS as this was suggested by local Apple support sure (not Apple Store as we do not have one).

I was looking for settings to reduce power consumption on the graphics card like on the Macbook Pro Retina but do not see anything.

Was it the i9 model? I have heard that they have had heat issues with the i9 models, at least on the iMac Pro line. I won't if they have it set to run more often to mitigate the heat issues?
