My wallet does not ask for credit cards. Only passes

Wallet open to passes. I can never get an option to add a card.

If the credit card supports Pay, then use the Pay option to add it. If it does not support it, then you can't use it in that manner.

Also, the OP should specify whether they are using a device that supports Apple Pay.
