That's called Lock Screen Orientation. Pull up control center and tap on the little padlock with the arrow going around it.

1. Swipe up from the bottom of the screen to reveal the Control Center.



2. Tap on the last icon at the top right.

​I have an LG Fortune phone using Android my horizontal feature on the screen stopped working the way I could fix it is to swipe down the entire length of the​ desktop screen and look at the bar at the top if you go to the lright of that you will see rotation
giving you the option to unlock the vertical rotation...​
