My phone won't charge over 1% unless I power shut it off. Even then, it charges extremely slow.

My phone will not charge over 1% unless it is power shut off. When it is on it is unusually
slow and it will randomly power off and start back up. Do I need to get a new phone? What should I do?

Have you tried backing up your data and restoring your iPhone as new? That has worked for me in the past. However, in the case of my mom's phone, she took it to the Apple Store and had it replaced under warranty. (If you are out of warranty it'll like be ~$80)
