My passcode access buttons are greyed out, and I cannot change anything. No clue why!

My slide to reply from lock screen is not giving me a keyboard, so I went into settings, then touch ID and passcode to try to turn things on and off. However, all of the buttons under allow access when locked are dimmed, and I can't change anything. No clue if this has always been this way, but I don't understand why I can't change them.

Are restrictions enabled on the phone?

I don't know if there are restrictions. There shouldn't be.

Go to settings > general > restrictions & make sure it says off
