My mini IPad won't charge more when the battery reachs 3%

Actually sometimes it stops charging when the battery reachs between % or 15 %. When I use all those power, then it will charge again

Please help me!

Are you using MFI Certified cables and chargers? Are the charging ports clear of debris? Have you tried a hard reset? Hold the top power/sleep button and the home button at the same time until the Apple logo appears, then release.
