My 11inch MacBook Air -2011 won't charge at all sometimes with "Apple 45W MagSafe Power Adaptor"- and before,-- I could charge at any battery level/%. Now I am only lucky if it charge at all when battery is almost empty. Contacts are cleaned and no sticks broken in lightning plug/contact of charger cable.

Maybe the battery has gone bad. Try using another outlet for charging it. You may also want to contact Apple about this issue.

Your chord may also be bad. Take it to Apple & plug it up with a chord they have there & if that works then you know your chord is bad.
