My live and perspective options are acting up

When I go to wallpapers and choose one it doesn't give me the option below to change to perspective mode or live mode and I have a live wallpaper I want to put on my lock screen but it ends up still and won't respond to 3D Touch and I have a iPhone 6s+

Is the live wallpaper you're trying to use among those listed in the wallpaper settings? If so, they should work. I just did it and it worked flawlessly from the lock screen of my iPhone.

With "Reduced Motion" turned on in Accessibility, I get 2 options. Still and Live. With "Reduced Motion" turned off, I get 3 options. Still, Perspective, and Live.
First try a hard reset (reboot).
Then try Reset All Settings. I also use the 6s Plus. Those options should show when you bring up a Live wallpaper.
