I'm not sure how to handle this in Settings. Where should I move these things, iCloud, or where?

Go to Settings / Storage&iCloud Usage / Manage Storage

Take a look at what apps are using the most storage and you can formulate a plan.

Also, check your recently deleted album. Delete all those. Also delete photos in messages.
Delete cache in apps where you can. Deleting apps, then reinstalling works.

I'd start deleting any and all apps I don't absolutely need/want. I have a 64GB iPhone 6s and have done this even though I'm not low on storage. I think, as a general rule, any apps you find you very, very rarely or never use should be deleted.
