Welcome to iMore! If your screen protector is scratched cleaning it will not help. Those things are generally throwaways.
Now, if there's dirt trapped to the adhesive I've heard using sticky tape helps to remove it. Any cloth material will just make it worse.

Yeah they're usually just meant to be bought to protect the screen. You can try contacting who you bought for a replacement since most come with a lifetime warranty.
