key in Apple ID through "manage account" in appleid site, message is wrong password & locked for security reasons. Then key in iforgot site and message is "not an Apple ID"

Simply put, if you cannot recall your iCloud passcode and you're unable to retrieve your passcode via Apple's forgot passcode option then you will be unable to use the iPhone. Period.
