My iPhone 6 plus does not have the voice text option. Why?

I reset my iPhone 6 plus. When I turned it back on my voice text icon on the text messaging bar was not there. My phone is up to date on the software

Settings - General - Keyboard and then toggle the button on next to "Enable Dictation".
