What specifically is not working?

You mention reformatting, so maybe you're out of space? You can clear some of the storage in iCloud by going to Settings -> iCloud -> Storage. If you find you're running over the 5MB, the available storage plans are quite price-friendly:

50 GB: $0.99/month
200 GB: $2.99/month
1 TB: $9.99/month

I find I can do well with the 50 GB plan for just $0.99/month.

You cannot re-format iCloud. If you're having problems with your iCloud account, please contact Apple Support to get it resolved. If you're having iCloud backup problems, reboot your device, make sure the device is connected to the Internet via Wi-Fi and try again.

If it is Icloud locked (if I understood you correctly). You can format the device. Hook it up to iTunes after outing the device in dfu mode and click restore. Please be aware that if you can't login to Icloud after the reset. It will not activate until you put in the correct iCloud password.
