Have you tried connecting it to iTunes?
What happened before this?
Has it worked before?
Has it had physical damage? Water exposure?

Lots more details are needed.

To unlock your iPhone, notify your wireless carrier. As for your iPhone instructing you to connect to iTunes, it's probably in recovery and connecting to iTunes is more than likely the only way to get it back up and working. The only thing I can recommend is for you to connect it to your computer, initiate the computer's iTunes app and restore it. If you have a recent backup, restore that particular backup.
