My iPad 2 mini screen is frozen with stars and can't be power off after iOS 8.2 update. Can you help me?

I updated the iPad to the iOS 8.2 software. When I came back to it, the screen is light stars at night. the button does not respond. Tried power down, and that did not work either. It would go black, then the star screen is back again. When the button is pressed, the star screen is back

Connect the device to your computer and then restore it via the computer's iTunes app. Hopefully, you've made a recent backup to restore afterwards. Alternatively, you can make a Genius Bar appointment with the nearest Apple Store to have them diagnose the problem for you.
