My iMessage on my iPad is no longer working. I cannot send messages or photos. How can I fix this?

Contacts are showing up in red when I enter their names. I think this means they are offline but I can't figure out how to fix this. I am unable to send anything. I have already tried turning my iMessage off and on again but this did not help.
