I remember back when I use my iPhone 4 without iCloud Photo Library backup , I have 1000 photos and I still have 2 GB cloud space left ,

now I only got 500mb

I don't have near as many pics in my iCloud Photo Library, but my available iCloud storage space is basically the same.

iCloud Photo Library and an iCloud back up are not the same thing. The back up only includes what is currently on your phone. So if you have 200 photos on your camera roll then that's all. But you may have 800 photos in iCloud Photo Library at the same time.

The 1000 photos in the cloud when you used your iPhone 4 were not a backup, you were using iCloud Photo Stream which had some severe limits. While it didn't use ANY of your iCloud storage, you could only have a maximum of 1000 photos (older photos would be permanently lost if not backed up somewhere else) and there was a time limit (can't remember...30 or 90 days maybe) on how long the photos would remain in the Photo Stream.
