icloud photo has stopped sending up to the cloud, how do I restart it?

I had 2242 photos on my phone, It now says I have 1745 photos and I got a message on my PC: Icloud photos has been turned off.

How do I restart it sending to the icloud?

Just make sure you're connected to Wi-Fi, allow the phone to sleep and let it do it's thing.
