My drawing tools in notes disappeared, how can I get them back?

My drawing tools in notes disappeared.

I have an iPad air. Four days ago I downloaded iOS 9.02 and the notes drawing tool worked perfectly but today it is gone. Where did it go?

I have noticed the drawing tools etc disappearing in occasion.

I can usually get them back if I open a note via the All iCloud folder, then open the notes under the Notes section.

I am guessing it is a bug, older pre IOS9 notes are not showing the new functionality by default.

I have an iPhone 6s Plus. It's setup as a new phone and not from a previous backup. I only use notes synced with iCloud and no other email addresses. I can rarely get the drawing tools to come up after clicking on a the draw icon. In the upper right hand corner, there is a spinning wheel which makes me think it's tying to sync but the tools never show up. Sometimes when I first open it up they will show up. I'll draw something, exit out of the tools, then go back in and they won't work.
