my daughter has forgotten her passcode on her iphone. will recovery mode help?

when i connect it to itunes it asks to verify pc on phone which i obviously cant do, i also cant use siri to open phone up because wifi is not switched on

If your daughter cannot recall her "lock screen passcode" then her only course of action is to restore the device and set it up as new.
