My contact remains blocked after I unblocked it on my iPhone 5s?

I blocked a contact on my iPhone 5s but then decided to unblock it. I followed the steps to unblock it but that contact doesn't get my text messages or my calls? I believe that there's a malfunction.

Have you checked to see if the other person blocked you?

Blocking doesn't stop you from sending something to their phone so they may have blocked you just like the previous comment stated.
