How do you get all of your songs out of the cloud so you can play it on iPhone/iPad so it doesn’t use data

If you’ve created playlists, you have to tap the cloud under the title of the playlist.

Additionally, you have to tap the cloud next to the song you want to save for offline listening.

If I tap the cloud on all my devices (including my Mac desktop at home) will it do it on all my devices

No it won’t.
You’ll have to do it individually on all your devices.
